Introduction

VCC4N (Visual C++ Compiler For NetBeans) allows you to compile C/C++ code using Microsoft Visual C++ compiler.

It provides a toolchain and an intermediate program used to call the Visual C++ compiler/linker.

The actual release can be used to compile full projects (application, static library, DLL) in 32/64 bits.
No debugger is supported yet.

Yes, this plugin works with Visual Studio Express 2010 and 2012.
I don't know what this "setenvvars.bat" is, unless your are talking about "getEnvVars.bat" which is in the VCC4N tool folder.
Try to install the plugin and compile a simple C++ project. If it works you may be missing something from Qt. Check the installation process here:

Visual Studio Express?

I have been developing using QtSDK, and it works great. I've heard great things about Netbeans' code-completion. I have come to like it very well for PHP. I am using Visual Studio Express 2010 with NB, and it works great. I would use MinGW with Qt, but at least when I was setting up my IDE, Qt didn't support the SSE2 option with MinGW. QtSDK can build my files just fine with VS Express, but this plugin asks for a setenvvars.bat that doesn't exist on my system.

Does this plugin work with Visual Studio Express?
