A simple setter for the blink rate.
What's new in this version
Importing patch from Ernie Rael which:
- sets the homepage to bitbucket site
- set spinner model: greater than 0; step 50
- defines a custom spinner editor to workaround bugs when manually entering number (could miss persisting input). Also the editor only allows digits to be input.

Plugin portal broken
It seems there is a problem with the plugin portal itself. Here is another place to get the plugin from:
