How can I control?
There is a way to control this plugin using only code?

Seems does not work under FreeBSD
After installing org-netbeans-core-browser-xulrunner.nbm into NetBeans 7.1 on FreeBSD, it does not appear in browser list on "General" tab.

re: How to enable firebug
the plugin includes most of firefox binaries. you'll find it in 'native' folder either in your user dir or in netbeans install folder.
so try messing with 'plugins' dir in that folder
